Statewide Program Evaluation
Purpose/Context
To establish coherence across statewide professional learning program evaluations, the California Collaborative for Educational Excellence, California Department of Education, and State Board of Education is convening designated evaluation teams to provide community and collaboration toward a shared vision of successful evaluations. Evaluation teams will convene at least twice a year to develop a collective approach to data collection, analysis, and reporting processes to measure the impact of state-funded professional learning programs. While the composition of the attendees may vary, the focus of these convenings is to discuss data collection and interim evaluation results, and implications for ongoing development.
Evaluations
The independent evaluation services for the High-Quality Online Instructional Materials initiative will evaluate and make recommendations regarding the effectiveness of the online repository and resources. Pursuant to Section 41 of Assembly Bill 167 (Chapter 252, Statutes of 2021). The final report is due to the Department of Finance, the Executive Director of the State Board of Education, and the Legislature’s appropriate fiscal and policy committees on or before October 1, 2025. The independent evaluation of the Reading Instruction and Intervention Grant will evaluate and make recommendations regarding the effectiveness of the professional learning opportunities for educators in the areas of evidence-based literacy, intensive literacy interventions, and support of pupils’ executive functioning skills. Pursuant to Section 145 of Assembly Bill 130 (Chapter 44, Statutes of 2021), grantees shall participate in the evaluation coordinated by the CCEE.

The independent evaluation services for the Learning Acceleration System Grants will evaluate and make recommendations regarding the effectiveness of the professional learning opportunities in the areas of evidence-based professional education for educators that can support learning acceleration for California’s diverse pupil population, particularly in mathematics, literacy, and language development. Pursuant to Section 43 of Assembly Bill 167 (Chapter 252, Statutes of 2021), grantees shall participate in the evaluation coordinated by the CCEE.
